The Pension reform in Egypt

For the first session of the new Environment and Social Policies Seminar Series, the CEDEJ is pleased to welcome two special guests, Dr. Mervat Sabreen (Minister Advisor for Insurance and Social Protection) and Pascal Annycke (Social Protection Specialist at ILO). They will present the challenges that paved the way to the reform of the social insurance and pension system, leading to the introduction of the new Law No. 148 of 2019, which has been effective since January 1st 2020. Focusing on the pension system, they will also present the outline of the ongoing implementation plan of the new law.

Pascal Annycke is a social protection specialist working for the ILO, covering Northern and Eastern African countries, based in Cairo, Egypt. He joined the ILO in 2001 and some of his previous assignments for the ILO covered Tanzania, Haiti and Senegal. He started his career in the private financial market and then has been working for different international organizations (e.g. European Union, International Social Security Association, International Telecommunication Union, World Health Organization) and for development agencies (e.g. DFID, GIZ) on social and labour market policy issues.
Dr. Mervat Sabreen is currently working as the Minister Advisor for Insurance and Social Protection. Dr. Sabreen was a member of the committee of preparing the new pension law and its executive regulation, which is officially issued in August 2019. She was the project manager of the actuarial study of the new pension law between MoSS and ILO .She is furthermore involved in the reform of the social health insurance system under supervision of the Deputy Minister of Finance in 2010. She contributed to prepare different laws related to social protection. She was appointed as the coordinator of social protection at the international labor organization (ILO). She worked for five years as Senior Economist at the Ministry of Finance. Dr. Sabreen holds an PhD in Economic from Helwan University
