This presentation aims to give an account of the institutional context of resources allocation in Egypt. It answers the questions of: how do budget institutions in Egypt work? Who are the main actors and stakeholders involved in the budget allocation process? And why do the outcomes of the allocation process lead to significant variations in the net fiscal benefits provided across localities? It shows how the centralisation of decision-making in Egypt resulted in misallocation of social expenditures as direct outcomes of information asymmetry, lack of clarity in the division of functional responsibilities, elite capture and intransparency of budgeting practices.
